Out of our concern for our sons and daughters of citizens, and in recognition of their role in building the nation, and their contribution in the construction of it’s organizations, and the establishment of its institutions on what we knew about them from saying the truth, and hard working, on a solid foundation of high national spirit in the system of a convoy of good and the process of giving and development , putting in mind auspicious in this scene, the words of GOD: ((and say work soon Allah will see your work and His Messenger and the believers)).
We Ordered the following:
First: Paying two months’ salary for all state employees, civilians and military personnel.
Second: paying two months reward for all students in public high education.
Third: All authorized parties must be informed by these orders to implement.

Out of our Desire to find a solution to the problem of unemployment faced by some of our sons and our daughters.
And after having considered the Royal Order No. A / 30 on 20/03/1432Hijri, to the Ministry of Labor to prepare a comprehensive study to activate the two programs: "cooperative insurance for unemployed citizens", "support and job seekers."
We Ordered the following:
First: paying off (2000 SR) per month for job seekers in both the public and private sectors, and to give opportunity to the Ministry of Labor to receive requests for job seekers, inventory, and verify the data and matching controls due, and executive decision making necessary coordination with the relevant authorities relationship, so the paying will start from 1/1/1433Hijri.
Second: The Ministry of Labor must be quick in the completion of reception and recording applications, and create all ways for all job seekers in all regions of the Kingdom, and the Declaration, I will not accept t any postponing or procrastination or delay.
Third: The Ministry of Labor must urgently complete what is ordered in the decree number a / 30 and the date of 20/3/1432Hijri, and the preparation of the related controls, and to inform us by monthly report of all of the above.
IV: All authorized parties must be informed by these orders to implement ..,,..

After reviewing the system of serving individuals issued by Royal Decree No. M / 9 dated 24/03/1397Hijri.
And after reviewing and considered the civil service system issued by Royal Decree No. M / 49 dated 10/7/1397Hijri, and its changes.
And after reviewing and having considered the Royal Order No. A / 23 on 20/03/1432Hijri that ordered the Standing Committee of the economic court to make the needed arrangements to make the high cost of living allowance stable by the amount of (15%) within the basic salary.
We Ordered the following:
First: credence of the minimum salaries of all categories of workers in the state of three thousand Saudi riyals per month after the completion of the increase referred to in the order No. / 23 dated 20/3/1432Hijri, and complete the necessary legal action about it urgently.

In order to provide us a dignity life for citizens, and to ensure adequate houses for them, and so from the Secretariat entrusted to us to our sons and daughters of citizens and feeling of our responsibility in this regard.
We ordered the following:
First: the credence of building five hundred thousand housing units in all regions of the Kingdom, and the allocation of a lump sum to this issue the amount of two hundred and fifty billion riyals, and The General Authority for Housing will be responsible for implementation of this project.
Second: Composition of a supervisory committee under the chairmanship of His Highness the Minister of Municipal and Rural Affairs, and Minister of Finance, the Minister of Economy and Planning (PAH) to make the necessary arrangements for that, and oversight on this project and to inform us by monthly report.
Third: the princes of the Kingdom's regions have to meet with His Highness the Minister of Municipal and Rural Affairs, and Minister of Justice, the Minister of Economy and Planning, and the Governor of the National Housing Authority, to work on finding land for the Public Authority for Housing, in their respective regions, and to facilitate the task to take advantage of it for this purpose, and to take urgent actions to accomplish that , and inform us what is being done on this matter as soon, to take whatever action we deem appropriate.
Fourth: Composition of a committee from the Ministry of Municipal and Rural Affairs, the Ministry of Justice, the Ministry of Finance, the Public Authority for Housing, to limit the places where there are no government lands, and the need require implementation of housing units on and, the Ministry of Finance has to provide it for the provision of urgently.
Fifth: All authorized parties must be informed by these orders to implement.

After reviewing the system of Real Estate Development issued by Royal Decree No. M / 23 e as of 11/06/1394Hijri and its changes and after reviewing the Council of Ministers Resolution No. 101 dated 17/01/1398Hijri. And after having considered the Royal Order No. A / 18 on 20/03/1432Hijri that order support of Real Estate Development Fund capital by an additional $ (40.000.000.000) Forty thousand million riyals. And from our Desire to provide a dignity life for citizens, including seeking to enable to secure adequate housing for them, and so urgently, and Aware of the responsibility incumbent on us towards the sons and daughters of this beloved country.
We ordered the following:
First: Raise the value of the upper limit for the loan of residential real estate development fund (300.000) Three hundred thousand riyals to become (500.000) five hundred thousand riyals as of that date.
Second: The Ministry of Finance has to cover the amount of support of the proposed capital of the Fund to ensure that no impact of raising the value of housing loan on the number of grantees of the Fund's loans.
Third: All authorized parties must be informed by these orders to implement.

After reviewing the article number fifty-eighth of the Statute of the rule of the Royal Order No. A / 90 on 27 / 8 / 1412Hijri. And after having considered the national strategy to protect the integrity and combat corruption. And after having considered the system of ministers and deputy ministers and officials of higher rank issued by Royal Decree No. M / 10 dated 18.3.1391Hijri. And after having considered the Royal Order No. A / 14, dated 03/03/1414 Hijri. Proceeding from the words of God: ((and seek not to spread corruption on earth, God does not love the spoilers)), and sensing of us to our responsibility to protect public money, and the fight against corruption, and eliminate it, along with the purposes of Islam that I fought corruption, and created guarantees, and provided the reasons for the surrounding it, to cleanse the society from its grave consequences, and its repercussions on the state and it’s institutions, and individuals, and the future of its generations.
We ordered the following:
First: Create a "National Commission to fight Corruption", linked to us directly.
Second: appoint Mr. / Mohammed bin Abdullah Al Sharif, head of the national anti-corruption at the rank of minister.
Third: the head of the national anti-corruption and Chairman of the Expert Council of Ministers have to put the organization of it, to be issued by the Council of Ministers within three months from the date of our order
Forth: The functions of the organization include all government sectors, and not to except anyone, and assigned tasks to follow up the execution of orders and instructions for public affairs, and fall within the follow-up aspects of administrative and financial corruption.
Fifth: the President of the Presidium of the Council of Ministers, the President of the Royal Court to provide the Authority with all relevant orders of its functions, and to all ministries, institutions and government departments and others.. To inform the organization by all the projects approved and contracts and duration of implementation, maintenance and operation.
Sixth: Without prejudice to the functions of other regulatory bodies, the Commission must make all necessary coordination with those entities with respect to public affairs and interests of citizens, and those entities have to provide the Commission with any observations of financial or administrative functions within the work of the Commission.
VII: All authorized parties must be informed by these orders to implement.

Given the importance of providing integrated health care to all our sons and our daughters, our attempt to permeated all parts of the country, and an update of what is there, and the construction of medical cities, and specialized hospitals and reference, and hospitals and medical centers, and centers for primary health care in all regions of the Kingdom.
We Ordered the following:
First: the credence of allocation the amount of (16.000.000.000) Sixteen billion riyals to the Ministry of Health to implement and expand the following:
1- King Fahd Medical City in Riyadh: the establishment of two centers for tumors, and heart, and a national center for Neurological Sciences, including (850) additional beds, and a center for research, in addition to the administration building and accommodation for the city.
2- King Abd Allah Medical City in Mecca: to include the specialist hospital, in addition to the establishment of medical centers of the heart, organ transplantation, oncology and neuroscience, and the Women’s Maternity & Children Hospital, Eye Hospital, and Rehabilitation Hospital, the beds capacity of the city to become (1500) Bed, and (200) outpatient clinic, and a central laboratory for research, and administration building, and housing for the city.
3 –Medical City, King Khalid in eastern region: to include the establishment of a specialized hospital in Al-Dammam Hospital, Dhahran Eye Specialist Hospital, the Center for Organ Transplantation and tumors, and centers of the heart, neuroscience, and rehabilitation hospital, including a total of (1500) Bed, and a center for research, and (200) outpatient clinics, and building management, and housing for the city.
4 King Faisal medical city for serving areas of the southern of kingdom: to include the establishment of a specialized hospital in Abha, and centers of the heart, and Neuroscience, and Oncology, eyes Hospital, and rehabilitation hospital, including a total of (1350) beds, and a center for research, and (200) outpatient clinics, and administration building, and accommodation building for the city.
5 Prince Mohammed bin Abd Al Alaziz bin Abd Alrahman Al Saud medical city for serving northern areas of the kingdom: to include the King Abdul Aziz Specialist hospital in Al-Jouf, and the establishment of centers of the tumors, and heart, and Neuro Sciences Hospital, Eye Hospital, and Rehabilitation Hospital. The number of beds has to become (1000) Bed, and (200) outpatient clinic, and management building, and housing for the city.
6 –Establish centers for intensive care in medial cities and specialized hospitals and reference in a number of cities in the Kingdom.
7- Completion of facilities in the hospital of King Khalid Eye Specialist Hospital in Riyadh.
Second: All authorized parties must be informed by these orders to implement.

First: Rise the minimum amount in the "financing of private hospitals" in the Ministry of Finance (50.000.000) fifty million riyals to (200.000.000) two hundred million Saudi Riyals, and implement it immediately.

After reviewing what has been submitted to us from the need to improve the performance of military and security sectors, and thus contributing to the promotion of eligible occupants of rank of officers and individuals to the next grade level which they occupy.
Since the implementation of this requires raising the military service jobs operated by each of them to the next level with a budget of fiscal year 1432/1433Hijri.
And after reviewing the item (number thirteen) of the Decree of the State budget for the current fiscal year 1432/1433Hijri Number. (M / 5) and the date of 01/14/1432Hijri.
Based on public needs.
We Ordered the following:
First: the upgrading of military jobs approved by budget of the current fiscal year 1432/1433Hijri occupied upgrade deservers in the time of this our order to officers and individuals in all sectors of the military and the security level to the next.
Second: take action to upgrade the regular officers of the due date for each of them, and promotion of individuals from the date of issuance of our decision, and shall apply to persons entitled to upgrade at the time of issuance in accordance with the terms of order.

Third: the composition of a committee of the Ministry of Finance and military sectors in all sectors to discuss their needs in the health sector, and inform us with the results

From the words of GOD Almighty: (Allah will rise up, to (suitable) ranks (and degrees), those of you who believe and who have been granted (mystic) Knowledge), and says: ((It is those who have knowledge among His servants that fear Allah)), and sensing of us what must be some scientists virtuous, they are scholars, and guardians of faith, and God gifted them good guidance, and high vertex, the proficiency in Islam, by moderation, and their view of the remote of his campaign, in a covered emphasized in their fatwas, and their decisions, and their statements, and lectures, thanks to God they acted on the Scientific way of our righteous forebears, in blessed way which is not surprising by our conciliators, thanks to God for them to draw inspiration from a Quran and sunnah, away from the pitfalls of fads and fancies, and extremism, on the right white track a clear, shiny path whose night is (as bright) as its day. No one will swerve away from it but will destroy himself
and out of our interest that media reflects the approach the State based on the Quran Book of Allah and the Sunnah of His Messenger, peace be upon him, to achieve this in the ethics of dealing with our scientists by not prejudice or exposure to the Grand Mufti of the Kingdom, and their honor members of the senior scientists by abuse or criticism, and the importance of adherence to so and to ensure it.

First: all the media have to full compliance with the foregoing, in the case of Notes may be reported to the Minister of Information to inform us by, and who are against that, we must be informed about him, and to re-examine the system of Press and Publication and its executive regulations to match the punishment with the act,
and so by the President of the Royal Court , and the Minister of Justice, the Minister of Culture and Information, and Chairman of the Expert Council of Ministers, to end the study in a maximum period of one month of this date, and inform us to take the necessary decision.

First: the establishment of branches of the General Presidency for the Department of Scientific Research and Issuing Fatwas, in every region of the Kingdom.
Second: make (300) three hundred employments for this purpose.
Third: Allocate the amount of (200.000.000) two hundred million Saudi Riyals, to meet the needs of these branches.

out of our Desiring to create a: "complex jurisprudential", to be a scientific place to discuss the issues and doctrinal issues, under the supervision of senior scientists, so that through it they can attract many of the doctrinal competencies eligible, and give them the opportunity to provide theses scientific and discussion, and give opinions about it, by scientific sober decisions , take into account the constants of our doctrine, on the horizon of scientific principles and the bases on the methodology of the senior scientists, to allow in the future the selection of eminent among them for the higher scientific employment, and reduce the burden on the work of the senior scientists to devote themselves to tasks addressed the bigger issues and questions, as well as easing the burden on the work of the Standing Committee on Research scientific and advisory to devote themselves to the tasks given to review the jurisprudence sections about the respondents questions related to askers.
We Ordered the following:
First: The Ministry of Islamic Affairs, Endowments, Call and Guidance, the Ministry of Justice, and the committee of Experts of the Cabinet, have to prepare a study on the establishment of complex jurisprudential called: (the Fiqh Council of Saudi Arabia), and the regulation in what was referred to above, and of further consideration and consultation, urgently does not exceed five months.
