We Abd Allah bin Abd Alaziz Al Saud

Out of the responsibility entrusted to us by God, the Almighty, to the sons and daughters of this nation proud, and by Awareness of this role that requires us to provide a dignity life for our citizens sons and daughters and to ease the burden on them in order to preserve the human right to live in dignity.
We Ordered:
First: Support for the capital of Real Estate Development Fund an additional amount of (40,000,000,000) Forty billion riyals to enable ending the demands for loans and to accelerate the process of obtaining the loan.
Second:Exempt all deceased from the premiums for loans to real estate development box for residential purposes without any conditions.
Third: Exempt all borrowers from the real estate development box for residential purposes of two installments for a period of two years.
Fourth:Continue to implement whats written in paragraph (I) in our order No. 15629 / b and date 09/29/1428 Hijri
Fifth: The Ministry of Finance compensate the Fund of Real Estate Development for exempted loans installments .
Sixth: All authoriezed parties must be informed by these orders to implement.

That our faithfulness with you people require us to find urgent solutions to the issue of unemployment and the like, which we attribute our attention, and this only can be by supporting of the Saudi Credit and savings bank to enable it to meet the demands of social loans, and supporting the small and emerging enterprises and citizens who have projects or tallents to let them work by their own self by giving them working opportunities, as well as implement programs to provide savings for low-income citizens, and to achieve this:
We Ordered:
First: raise capital of Saudi Credit and Savings bank by the amount of (20,000.000.000) Twenty billion riyals, and add the deposit which is previously put in the bank by the amount of (10,000.000,000) ten billion and issued by our order No. 8379 / m b dated 27.10.1429 Hijri to the bank's capital so the total capital increase will be (30,000.000. 000.) thirty billion riyals.
Second: Exempt the deceased from paying credits of loans from Saudi Credit and Savings bank for social purposes, without any conditions.
III: Exempt all borrowers from Saudi Credit and Savings bank for social purposes from 2 instalments in two years.
Fourth: The Ministry of Finance compensate the Saudi Credit and Savings for exempted loans installments.
Fifth: All authoriezed parties must be informed by these orders to implement.

Our duty towards our religion then our sons and our daughters, the people of Saudi Arabia is required us to seek the best ways to achieve sufficiency for a level dear to our hearts who diserve social security and the like, therefore
We Ordered:
First: Raising the upper limit of the number of individuals in the family covered by Social Security from(8) members to (15) members and allocate the amount of (1,000,000,000) thousand million rials for this purpose.
Second: Emplement and activate The support projects to social security and support, including: (producer family)program, (mattresses and furniture)program,(the bag and school uniforms)program, (purchasing cost reducer card)program, (support electricity and water bills)program, and (Home Improvement)program for beneficiaries and the allocat (3,500,000.000) three billion five hundred million rials for this purpose.
Third: Expand the services provided by care and social development and develop it through several programs including: increasing the provision of subsidies with special needs, and raise the capacity of the rehabilitation centers, and expand in the establishment of day-care centers, and home care services for those with special needs, and increase capacity of institutions for juveniles of both sexes, and increasing the appropriation for the foster families and alternative for orphans and children with special circumstances, and to increase the number of beneficiaries of social development programs, and the establish programs (vocational training and craft for women) and allocat amount of (1,200000.000)1 billion, and two hundred million Saudi Riyals for this purpose.
Forth: Increase the charities subsidies from the country by (50%) to become (450,000,000)four hundred and fifty million Reyals annually.
Fifth: Support the cooperative societies by (100,000,000) one hundred million Reyals per year.
Sixth: Establishment of two projects (commercial franchise) and (professional Saudi house) in the National Charity Fund and allocate (100,000,000) one hundred million Reyals per year for this purpose.
Seventh: support the assistance programs for the needy students in the Ministry of Education, to include (winter clothes, summer clothes and school bag)programs and support (Takaful charity organization) and allocat (476,000,000) Four hundred and seventy-six million riyals annually for this purpose.
Eighth: Support needy family members to join universities,through allocating proportion number of seats in universities for the students of these families and to facilitate the accepting conditions exempt them from paying evaluation and educational tests fees, also exempt them from paying study fees for empirical colleges, and give them priority in the University Housting programs and temporary working jobd in the universities
Ninth: All authoriezed parties must be informed by these orders to implement.

In terms of the importance of providing good living places for citizens, and from the Secretariat entrusted to us which requires us to discuss how to achieve this the best way, citizen's concerns is our cocerncs too and thier comfort is our comfort so:
We Ordered:
First: support the budget of the public housing Authority by (15,000,000,000) fifteen thousand million riyals.
Second: the Public Housing Authority, have to expedite the awarding of housing projects and to make monthly reports about the work progress to the Royal Court and show it to us.
Third: All authoriezed parties must be informed by these orders to implement.

After rewiewing the Order No. 5387 / M B dated 17.04.1426 Hijri which made to initiate the program of studying abroad for a bachelor degrees and doctorate in the following departments: Medicine, Health Sciences (Nursing, Radiology, Health Sciences, medical laboratories, medical techniques) and Pharmacy and basic sciences (mathematics, physics, chemistry), engineering, computer, law, accounting, electronic commerce,
The nomination of the scholarship on the basis of merit and efficiency transparency and objectivity and it is limited only to students who achieve high scores on high schoolexams and bachelor's degrees.
And after reviewing the Order No. 1022 / M B dated 02/04/1431 Hijri to extend (the Servant of the Two Holy Mosques Program of abroad Scholarship) for more five years starting from financial year 1431/1432 H.
Due to the need of the nation for Distinctive competencies to meet the needs of the market .
We Ordered:
First: the inclusion of all students who are studying abroad at their own expense in the mentioned Sciences include them in he Servant of the Two Holy Mosques Program of abroad Scholarship according the conditions and regulations of the program.
Second: All authoriezed parties must be informed by these orders to implement.

After perusal of the Council of Ministers decision No. (11) dated 01.19.1429 Hijri which requires some actions to solve the prices rising problem and the high cost of living, including making a new allowance called (cost of living allowance).
After perusal of the Order No. 8527 / 2 dated 10/12/1431 Hijri.
We ordered:
First: The Standing Committee of the High Economic Council make the necessary arrangements to continues addition of the high cost of living allowance which will be (15%) within the basic salary for a maximum period of three months from this date, and to tell us the conclusion.
Second: All authoriezed parties must be informed by these orders to implement.
